Brief Overview
Purpose: The purpose of this public comment is to solicit feedback on the draft final report [PDF, 3.18 MB] of the second Security and Stability Advisory Committee Review (SSAC2).
Current Status: Analysis Group, the independent examiner conducting the SSAC2 Review, has published its draft final report for public comment. The draft final report [PDF, 3.18 MB] contains both an assessment of the SSAC and recommendations for improving its operations. This public comment proceeding follows the publication of the assessment report. Findings included in the assessment report were discussed with the community via several consultations.
Next Steps: The draft final report will be available for public comment until 2 December 2018. Analysis Group will present the draft final report during a public session at ICANN63 in Barcelona, Spain, and during a webinar on 20 November 2018 at 21:00 UTC. To request an invitation to the webinar, please send an email to mssi-secretariat@icann.org. Analysis Group will consider input received from the public comment process, ICANN63 session, webinar, and any other feedback received, for possible inclusion in the final report. The final report is expected to be published in December 2018.
Section I: Description and Explanation
Analysis Group, the independent examiner conducting the second Security and Stability Advisory Committee Review (SSAC2), is seeking feedback on its draft final report [PDF, 3.18 MB].
As with all Organizational Reviews, the SSAC2 Review is following a two-phased approach in which the independent examiner first completes its assessment and then makes recommendations to address the findings noted during the assessment. This approach is expected to contribute to more useful and relevant recommendations by providing an opportunity for the community and the independent examiner to discuss what works and what needs improvement before the independent examiner develops recommendations to address the observed situations.
Section II: Background
The purpose of the SSAC Review is to determine (i) whether the SSAC has a continuing purpose in the ICANN structure, (ii) if so, whether any change in structure or operations is desirable to improve its effectiveness and (iii) whether the SSAC is accountable to its constituencies, stakeholder groups, organizations and other stakeholders.
The SSAC advises the ICANN community and Board on matters relating to the security and integrity of the Internet's naming and address allocation systems. This includes operational, administrative, and registration matters. SSAC engages in ongoing threat assessment and risk analysis of the Internet naming and address allocation services to assess where the principal threats to stability and security lie, and advises the ICANN community accordingly.
